MORGANTOWN -- An alleged madam using the working name Alexis has been indicted on 15 federal counts of racketeering, conspiracy and perjury related to a Morgantown prostitution ring.
The indictment, handed up March 4 in Clarksburg and unsealed this week, alleges that Donna Darlene Duelley, 42, personally provided sexual services to customers of Fascinations Escort and Entertainment Service and paid women in her employ to do the same.
It wasn't immediately clear how many women allegedly were involved. One count of the indictment, which lists 21 acts of sex between July 2001 and April 2005, mentions only three names: Duelley and prostitutes using the names Belinda and Cinnamon.
Heather Markonich, a spokeswoman for the U.S. Attorney's Office for the Northern District of West Virginia, declined Wednesday to elaborate beyond what was contained in the indictment.
Duelley is accused of accepting payments from customers through bank cards and paying the prostitutes in cash.
The indictment also alleges that Duelley used the telephone system, which is considered interstate commerce, to facilitate the illegal operation.
Another count alleges that she lied to a grand jury in January by saying she never personally engaged in any sex with Fascinations customers and never saw any of her employees doing so, either.
Each count carries a penalty of up to five years in prison and a $250,000 fine.
A call to Duelley's attorney, Morgantown lawyer Jim Zimarowski, was not immediately returned Wednesday.
The government seeks the forfeiture of any property derived from the alleged illegal activity, including a money judgment of nearly $70,000. A protective order has been placed on three acres of Morgantown property that includes a mobile home so that the assets can't be sold, given away or damaged.
