AEP explains huge rate increase request

CHARLESTON, W.Va. - Higher-than-expected coal prices and dwindling sales of electricity to other power plants has prompted Appalachian Power to request the largest rate hike ever proposed by a West Virginia utility, company executives said Monday.

Appalachian Power and Wheeling Power filed a request with the state Public Service Commission Monday to raise electric rates by 18.5 percent, starting in July. The two companies, both subsidiaries of American Electric Power, also want to increase rates by 14.5 percent next year and 13.2 percent in 2011.

"It's a large amount," said Jeri Matheny, corporate communications director with Appalachian Power. "That's why we want to work with the PSC. The higher costs mean it's more expensive to generate electricity."

    If they're basing rate increases on "higher than expected coal prices", they're either poor liars or are hoping that the PSC won't check that claim. While U.S. steam coal production of is at an all-time high, U.S. energy demand has flattened. Slowing capital investment, idle high-cost mines, and over supply are the primary forces that will drive 2009 U.S. coal consumption down a predicted 8.2% for coking and .7% for thermal.

    We'll soon find out whether or not the WV PSC is a bunch of coal-powered stooges.

    We may love and cherish our class I businesses, but what was offered as solutions? What was the content and intent of the various meetings? What was offered to other businesses in the same situation?

    I have seen property tax reduced for coal companies (class III), while raising taxes for “normal” citizens. I see large amounts of Government money supporting various business types.

    Again what happened in this situation? Maybe we are better off not to know.

    Sodbuster, way to research. Their plant in Kentucky was a little more profitable than the one in WV. The one in Kentucky announced a pot line shutdown a week ago. I guess we can build our military planes in China from now on. This may have been the plan all along. The Chinese Government subsidizes their aluminum companies.

    Iceland is just about like us with mountain top removal.

    Nicole, a statement in your post caught my attention. "what,just because you have more you should take less?" Well, in these days, YES.
    If your company made 120 million in profits last year, yes, they should certainly make do status quo. Do you think people's salaries are going to go up 47% over the next three years? Not likely. How good of you to want the increase that will cause hardship on everyone else so you can have job security.

    I am trying to re-locate the various sources I lost yesterday to a power outage.

    It seems the people in Iceland are getting upset with the new gvt. because they opposed the new Century plant while they were running but now trying to renege.

    Looks like a real fragile area might be sacrificed to build the Rio Tinto Alcan plant, which was rejected by the voters in 2007.

    (rio tinto alcan now owns the sister plant to Century in Ravenswood. Both plants were originally Kaiser aluminum).

    So it is a big incestuous deal.

    Don't be surprised if Mark Rich turns out to be pulling the strings.

    The rate increase won't help AEP if people's electric gets turned off bc its so high for a month, no one can afford it. They just got an increase late last year and our bill doubled. That's pathetic.

    Businesses from all but a few sectors are reporting losses. In this economic situation a monopoly, by justification, does not denote special treatment. You raise your costs and impact other businesses (and people).

    I question the increased cost statement. APCo still made 120 million profits last year (after dividends that increased). Coal contracts and futures have dropped dramatically. Maybe employee costs have increased. If like the auto industry, the continued cost of retires was not correctly posted financially (legally) in the past.

    Sod, Century has multiple plants in Iceland (one under construction). Kind of hard to compete here if the oil, coal and utility companies have a protected (no competition) status within the United States. Also, the plant looks dead to me (no upgrades).

    I am a employee of AEP and I am for the rate increase to a certain point and no it's not because of bonuses, raises because to us none of these are going to occur in our future....but our company has a increase in cost in our bottom line just like every other person and/or company in our country....what just because we are a monopoly we should just allow to continue to pay higher cost and not raise our prices come on people get over it already....eveerything in our country is going up it's not nothing new and people think just because you have more then you should take less...whatever I hope we get our rate increase so i know I have job security and believe it or not we are not paying the highest prices for electricity if you don't want to pay it go live in the frontier days and do without.....I know i have made people mad but i support the company I work for and stand behind them fully

    Well Dee there is another hitch developing on the closure of Century Aluminum.

    Seems they were in the process of building a huge facility on Iceland.

    (essentially moving WV jobs to Iceland)

    They have cheap geothermal energy there.

    Anyways the gvt. is being taken over by a coalition of Social Dems. and Greens, and they are opposed to the expansion of the Aluminum Industry there.

    And there is some scuttlebutt that they are working on upgrades to the potlines at Ravenswood.

    Poetic Justice?

    I dunno.

    But I know lots of prayers have been going up over this.

    I had googled a bunch of stuff and had the details all typed out ready to post and my power went out (ironically enough) so I dont have a source right now and I got to go.

    It was sure funny that this increase WAS NOT MENTION until Ravenwoods Plant was going to close. And now; AEP wants a raise given the work on the Amos plant -- that work has been going on for months. (One year plus)... ALL THIS IS...

    "AEP trying to recover that $9 million dollar a month loss from the Ravenswood." NOTHING MORE, NOTHING LESS! THEY are monopoly company in this area!

The rich were filthy rich and everybody else had to scrape to keep body and soul together. There was no middle ground.     They expect you to turn off your lights (they're already turned down), stop using your refrigerator during the winter, swelter during the hot, humid summer, and stop watching the television that just switched to digital.

    In other words, they want the same profits, but they want us to cut our consumption in order to afford our monthly electric bill. And, after we all cut consumption, they'll go after yet another increase because they're not selling as much electricity. Get it? It's a vicious cycle, one that the PSC encourages by passing increases.

    South Carolina Electric & Gas wants a big rate increase so they can build more mercury-spewing coal-fired plants, but AEP can't find buyers for their excess production? I think we're all getting swindled.
    50% increase in 3 years? Someone needs to shake up the PSC!

    Let me try to understand your logic...Are you saying that since they are trying to shut down the construction of new coal-fired plants, that that is a bad thing? Isn't the main reason AEP is saying they need to raise the prices because of the cost of COAL? The more plants that are built, the higher the demand for COAL , the higher the cost of the COAL. Yeah, you're right the Sierra Clubs of the country are the bad guys... nice logic genius.

    AEP is not a good corporate citizen. They spew toxic flyash at the homeowners and travelers along route 817 in Putnam County. They and the trucking companies that haul their toxic waste through our communities are headed for a class action suite against them for their contamination. I've heard rumors of one that has already begun. So add another couple of hundred million dollars to their operating costs soon. It is a shame, considering their new landfill just across the street from their John Amos plant would be an idel place to dispose of all their toxic waste. You should see rt 817 during a dry time. The road looks like a flyash pollution nightmare.

    I've said it before. It's time to march on the PSC before they give this band of thieves another increase that most West Virginians cannot afford, and do not deserve.

    The points discussed by AEP's Phil Moye are nothing but PR excuses, carefully crafted prior to release to the media. I would love to see him discuss these points in an open forum, if he has the nerve.

    Again, it's time to take our concerns to the PSC before they act upon this request.

    I just moved here from Roanoke, VA. Natural gas is 33% higher than in Roanoke. The power bill is about the same. Car insurance is 25% more, even staying with the same company. At first blush, property taxes are less, until you add on user fees, the cell phone fees, etc. I can't believe Mountaineer Gas has the audacity to charge me $6.00 a month as a customer charge. No worries, the only gas I have is the furnace, and that is about to be replaced. I may just burn wood. Shame on em!

    So then the proposed hundreds of miles of TrAIL and PATH transmission lines are unneeded anyway-

    "The company had predicted it would sell $248.5 million in power to other electric utilities between July 2008 and this June, but those sales have almost disappeared. Revenue generated from those sales - electricity unused by AEP customers - keeps rates down."

    "It has dried up," said Appalachian Power spokesman Phil Moye. "The slowing economy reduces the opportunity for off-system sales. Any profit from those sales goes back and is credited to our customers. It has historically been a big help in keeping our costs down."

    This is bull. I already have a difficult time paying my electric bill, and I'm one of those people that unplugs everything, only has one light on at a time when it's dark out, and turns off the heat when I leave for work. Not to mention piling on the layers and blankets.

    Think about --

    That 43% will cost each MORE in the 3 years...
    Take a bill that is $124.00 month (not including the taxes/fees added on)

    $124.00 x 43% = $177.32
    $124.00 x 18% x 14.5% x 13.2 = $189.64

    $124.00 x 18.5% (first year) = $146.32
    $146.32 x 14.5% (second year) = $167.53
    $167.53 x 13.2% (third year) = $189.64

    AEP GETS $12.32 more a MONTH at the end of the three years and that is just for a bill that started at only $124.00

    Note to the PSC:

    AEP has lied about the rate increase. Century Aluminum's closing is a factor and now it isn't. AEP, you need to trim your costs before you burden people who are barely making it now. I only wish I could increase my income by making faulty predictions in sales, or declare a business loss when I don't meet my profit objective. With the economy in the wretched mess it is in, this is NOT the time for such an obscene rate hike. You will never be able to satisfactorily explain your huge request.

    If wind power and other alternatives are going to replace the use of coal, and with the new administration it sure looks promising, we WV'ians are screwed. We will continue for many years to come to pay for increases in energy rates until the AEP's of the world closes their doors. They are going to take all the money they can get from us while they are in business.

    Actually, with the increase they got last year added to the proposed rate increase they get 65% over 4 yrs. If you had a $300 bill last month in 3 yrs it would be near $500. Use those figures Gazette. I agree with the ides that AEP needs to do like others that faces cost increases and loss of sells. Cut out their huge bonuses to officials, other cost cutting measures that includes cutting rates to customers. Darn, the auto companies are doing it. Funny isn't it, the AEP folks telling us to conserve. Hahaha. If we all did to a any extent they'd raise our rates! Damion is right, they are a monopoly. The PSC is our only hope of keeping the rate sane. That and political pressure. Yeah, right! Sorry, I had to laugh at myself there. But we public has to do something curb this money grabbing machine. We need to made demands. Threats of losing your vote and support helps. Yes, call the governors office, Shelly's office, Carpers office, anyone and everyone. Do it NOW!

    If you think these rates are bad, just wait. When the granolas win and shut down the use of coal then a created "shortage" will drive electric prices sky high. The Sierra Club, among others, have already declared war on new coal fired electric plants by stopping them in court before they can be built. So far they have been 100% effective. They don't approve of wind power either. Ask Alan Mollohan, he hates wind power!

    I don't buy it. They are a monopoly and are going for whatever they can get away with. Asking for 17% last year and another increase for the next three years totaling over a 50% increase? What kind of business needs that when demand is reducing? They talk about cost cutting...but do they really need to if they are the only show in town? It seems to me they need some new leadership rather than following the lead of the American auto companies who just want more money because they need more money. Ridiculous.

    In most business models when sales are down, it means you reduce your price to encourage consumption. AEP turns those economics around and says lets raise prices. Well, I say the PSC should tell AEP to cut costs and tighten their belts first. They should cut executive salaries and demand more cuts from their employees and suppliers this year. I'm certain the coal companies will have plenty of coal on their hands to sale cheap here directly. Hey, many other businesses in West Virginia are making cuts, even the Governor has told his employees there will be no pay adjustments forthcoming. If that strategy is good enough for all of these people, its plenty good enough for Mr. Waldo and his outfit.

    AEP WILL NEVER STOP COMING TO THE TABLE FOR MORE AND THEY SHOULD HAVE NEVER BEEN ALLOWED TO DO SO IN THE FIRST PLACE.

    I know an AEP worker who just got a $15,000 bonus - and states he gets a bonus every February - is this why they want to raise the rates - have to cover all the bonus money to all employees. I wish I got a bonus

    I am going to have my mid-month pay directly deposited to AEP. This may cover it, it I am lucky. Now, we as a public need to ensure that the PSC fully understand that the public cannot afford to pay one more cent to this greedy machine!! Together as a community we need to make sure that this rate increase does not occur! Contact the PSC and let them know how you feel! The cost of living increases by the minute and we as the general public have no one to turn to to get our pay increased. We are at the mercy of AEP and the PSC, and from where I sit there is no mercy, only a hand out for more of my hard earned pay! My kids need food, clothing, and shelter. AEP is not present when I have to tell my kids to eat bologna because someone in the ivory tower is not earning billions instead of millions. STOP THE MACHINE!
