Jefferson official tries to get second ballot

CHARLES TOWN, W.Va. -- A Jefferson County commissioner says he now has firsthand knowledge that safeguards against vote fraud are working.

Jim Surkamp cast his ballot in a local zoning referendum on the first day of early voting. He then showed up at his local precinct the following Saturday to request a ballot.

Surkamp says he wasn't trying to vote twice. He says he was responding to concerns some residents had about being required to show driver's licenses in order to vote.

He was recognized at the precinct and denied a second ballot.

Jefferson County Clerk Jennifer Maghan says Surkamp should not have attempted to get a second ballot, regardless of his motives.

Those of us in So WV would hang our heads in shame if we could only vote twice. Or you can vote the elderly of a couple centuries past.

So we can expect him to be arrested for this, right?

He should be. And then the citizens of Jefferson County should demand his resignation.

No public official should be that clueless.

WV State Code 3-9-17 says "If any person knowingly votes when not legally entitled; or votes more than once in the same election; or knowingly votes or attempts to vote more than one ballot for the same office, or on the same question...he shall be guilty of a misdemeanor, and, on conviction thereof, shall for each offense be fined not more than one thousand dollars or confined in the county jail for not more than one year, or both...."
