CHIP on chopping block again?

CHARLESTON, W.Va. --  For the second time in a month, 14 million children in the Children's Health Insurance Program, including at least 25,000 West Virginia kids, are slated to be shifted into private insurance plans that are not required to provide equal benefits.

The House of Representatives health-care reform plan would dismantle CHIP in 2013 and move most of the children into commercial insurance plans.

In early October, Sen. Jay Rockefeller, D-W.Va., squelched a similar proposal in the Senate health reform bill. He successfully amended the Senate bill to preserve CHIP until 2019.

It would cost $15 billion more to serve the children with private insurance, according to the Congressional Budget Office. "I simply don't think there's any reason to pay $15 billion to dismantle a program that works and transfer millions of children into an uncertain, risky situation," Rockefeller said.

Congresswoman Shelley Moore Capito, R-W.Va., said Tuesday, "The fact that the House bill essentially dumps CHIP is yet another example of pieces of this bill that just don't add up."

Capito has supported the CHIP program since she was in the state Legislature, she said. "The fact that [the health reform bill] takes aim at a popular program that we know is effective only further demonstrates that this bill isn't ready for prime time."

Rockefeller will be one of the conferees who merge the Senate and House bills into a final package if both houses pass bills, he said Tuesday, and CHIP will be one of his top priorities. "These are children -- we should do all we can to shield them from harm. Period," he said.

If the children were moved to private insurance, their parents would also pay significantly more in premiums and out-of-pocket expense, according to an actuarial study by financial consulting firm Watson Wyatt Worldwide.

malfoy-the public option will certainly be in line with the liberal philosphy of restribution of wealth is a right. regardless of your belief, healthcare is not a "right" but rather a service that has to be paid for by some source. if you are not one of the sources then the government is your buddy. being dependant upon the govenment is not something that i choose.

also thanks for the suggestion on the book, if you have any you havnt colored yet send them on.

rtdeco, you should grab a book instead. you might learn something. it was GW that started tarp and the bailout of banks. was he a 'blueblood' too?

the fact that it's not always easy for most of us to pay our utility bills, education and exorbitant amounts of money for healthcare is the very REASON we need a public option. it's not for those living in the lap of luxury, it's for the rest of us.

i say we put a ban on SHEEP.

everytime i see rockefeller and healthcare in the same sentence i instinctively grab my wallet. the political party that wants to give the american people public healthcare cant even deliver h1n1 shots in a orderly manner..how about tarp money? does the governement have any idea how that free money was spent by banks? car makers? folks, its a rhetorical question, we all know the answer. the cherry on top for me is the leading advocate of chips and the public option is a rockefeller. a blueblood if there ever was one who has lived a life of luxury. never had to be concerned about the decisions most americans have to make daily such as paying utility bills, paying for education and clothing for their family. its so easy to be a liberal when someone else is paying the cost.
