St. Albans developer seeks OK to build, then pave

ST. ALBANS, W.Va. -- St. Albans City Council members on Monday said they would review a request from a developer who wants to use a section of Jefferson Avenue for construction.
Jesse Smith asked council members if he could build duplexes on Jefferson Avenue before he finishes paving the section of road where he wants to build.
According to city code, streets must be finished before buildings can be erected along them, city attorney Charles Riffee said. Smith, who plans to build three duplexes, wanted an exception so that he could install the prefabricated units before he finishes paving the road.
Despite Smith's assurances that he would finish the road, Riffee said that he must review all the blueprints and construction plans with the city building inspector.
"We've got to look at lot size and under what circumstances lots can be placed side by side, and what conditions need to be imposed before we move forward," Riffee said.
Council members plan to take up Smith's request at their next meeting, which is scheduled for Nov. 16.

Also Monday, council members welcomed back Councilwoman Loretta Griffith, who is recovering from heart surgery.
Councilman Ronnie Bell also announced that the Rockband 2: Battle of the Bands contest will be held Nov. 7, from 6 to 11 p.m.
The contest is open to groups of at least three people, who will compete for prizes on the popular XBox 360 game "Rock Band 2."
The game simulates playing bass, guitar, drums and singing with soundtracks of popular music from the last 30 years.
