WINFIELD, W.Va. -- Putnam County commissioners approved a 2.5 percent pay increase for most county employees Tuesday.
Employees in the assessor's office, sheriff's tax office, animal shelter and county manager's office did not receive the pay increase because they received a similar bonus early this year.
"The commission tries to increase everybody's pay if the budget allows ... [and] make sure they do everything they can to keep the employees that do similar jobs at similar levels," County Manager Brian Donat said after Tuesday's meeting.
Also Tuesday, commissioners approved a pay increase of more than $10,000 for Donat. His salary will increase from $57,000 to $67,352. Earlier this month, he was promoted from county administrator to county manager. His salary increase will go into effect July 1.
Also at Tuesday's meeting, commissioners approved a bond order of $660,000 for developers with the Devonshire housing development.
The bond order is to pay for a tax-increment financing project to improve the roads and water lines around the Scott Depot project.
At a May 26 meeting, Devonshire developers said they will pay nearly $200,000 more than expected for the project to widen the road leading into development and put in a turning lane, sewer lift station and waterlines.
A TIF district is funded by money from increased property tax assessments from year to year. When the property value rises, the increase can be used to pay for projects within that area.

Developers with Cathcart Properties of Virginia had financed about $1.6 million last year for infrastructure improvements.
When bids came in, the cost for the improvements came in at about $2.4 million, much more than they expected.
Developers continued with the other projects, but put out bids again for the road project in hopes that the current economy would bring forward more-competitive bids.
The original bid for the road project was for about $452,000. Developers opened the second round of bids May 26. The sole bid was from Kanawha Stone, for about $621,600 -- again much more than they had expected.
The state approved $3.5 million in bond sales for the TIF project. If the county did not approve the bond sale, developers with Cathcart Properties would have to finance the project themselves.
In other business Tuesday, commissioners approved a resolution to designate July as Parks and Recreation Month.
Throughout the month, the Parks and Recreation Commission will host a variety of events, including a July Fourth celebration with fireworks from 5:30 to dark at Valley Park in Hurricane; animals and story time at 10 a.m. July 11, at the gazebo in Poca; "Emily Dickinson Comes to Life" at 10 a.m. July 18, at the gazebo in Buffalo; and "Trucks with 'Tude" from 10 a.m. to noon on July 25 at Valley Park.
