Pratt misses Kanawha payroll query deadline

CHARLESTON, W.Va. -- Officials in the town of Pratt have not responded to a request from Kanawha County officials for information under the state Freedom of Information Act.

On Feb. 8, Kanawha County Commission President Kent Carper sent a FOIA request to town officials asking for payroll records from Pratt's water and sewer plants. Officials for the state Department of Environmental Protection and Public Service Commission say the sewer plant is often unmanned and lacks a certified operator.

Town officials say several part-time workers work at the water and sewer plants, but at a recent meeting of the Kanawha County Commission they were unable to name them all. County officials are trying to force a merger of Pratt's sewer system with the Upper Kanawha Valley Public Service District and Chelyan PSD.

Under state law, any government agency has five days to respond to a request for public information under the Freedom of Information Act. But as of Tuesday, Carper said Pratt officials had not even acknowledged that they got his request.

Pratt's five days were up on Friday.

"One would think at the very least they would respond to a legal request for information," Carper said Tuesday. "I assume that they have nothing to hide."

Carper asked that another FOIA request be sent to Pratt asking for the information.

Steve Hopkins, manager of the town's water plant, said Tuesday he was still putting the documents together. "We don't have all of that information here," he said.

Hopkins said he was waiting to get some of the information from an accountant.

… the only son of Garnett and Ruth Douglas life time residents of Pratt, and both Christians, raised their son Joseph who is also a Christian and Deacon of his church to be an honest, genteel, family man. You will know the Mayor when you see him as he stands almost 7 ft, but you will never hear him swear, he does not drink, he does not smoke, he attends church services several times a week and no one but no one can utter anything negative about this humble human being. Douglas who has no Political experience (other than serving on Council) has come up against the long time BIG DOG politicians David Hardy, Kent Carper and Hoppy Shores who should be voted out of office for what they are doing to this kind human being, Mayor Douglas. I believe Joseph Douglas was given to us by GOD as an example of what Christians should be and for people that know and love him - to emulate. CITIZENS of PRATT get involved - - Shut Up or SIT DOWN. You are the people who will lose when Mr. Douglas has had enough.

Sounds like another BIG DOG (Commissioners) kills the little dog (Town of Pratt). So far, these articles by Rusty Marks, Staff Writer for the WVGazette have been one-way on an eight lane highway.

Where are the comments to these scandalous articles from the fine citizens of Pratt and the CHURCH MEMBERS where Joseph is Deacon who had their Mayor of several years resign immediately last summer? Now Mayor, Joseph Douglas, born and raised in Pratt - when asked, offered to step in to do this thankless job until the next regular election this summer.

Did the issues raised by the Commissioners simply appear overnight, HELL no, they have existed for years. Is all of the Paperwork they request in one file folder, HELL no, they are scattered everywhere. Who is responsible for this mess, I am not sure, but it certainly is NOT Mayor Douglas. Part 1…………………..

Enough already. Mandate the merger. Pratt's just trying to keep their little kingdom intact for a few of the friends in power that would loose their jobs in a merger. For the residents of Pratt this system should be merged.
