Water extension project to begin in Putnam soon

WINFIELD, W.Va. -- Construction on a project to extend water lines to 115 families across Putnam County could begin in the next few weeks.

Putnam County commissioners said Tuesday they will close on a bond for the project within the next week. The project is projected to cost $3.2 million, and includes seven extensions throughout the county.

Terradon Corporation signed a $331,500 engineering contract with the County Commission last summer. Tom Kittredge, Terradon's president, said the project should be completed by next spring.

Tri-State Pipeline Inc., an Ohio-based company, has been awarded the construction contract for $1.9 million, Kittredge said.

Workers will extend lines to Woods Drive near St. Albans; Beech Hill, Old Delta Road and Dry Branch in Poca; Lime Kiln Road in Red House; and Lake Hollow-Sycamore Ridge, Panther Lick and Kellys Creek in Hurricane.

Putnam County is paying a 40-year $10 million bond for a water extension project from the early 1990s. Commissioners approved a payment on Tuesday for about $77,400 from the county's coal severance tax to the bond.

The county pays about $320,000 a year on the bond. Funding comes from coal severance tax, and customer and county contributions.

Also Tuesday, commissioners approved an order to implement tax-increment financing to build infrastructure for the Devonshire development.

Officials said on Tuesday the commission must still approve a bond for the project, but the order will allow costs to incur for the 110-acre housing development.

A TIF district is funded by money from increased property tax assessments from year to year. When the property value rises, the increase can be used to pay for projects within that area.

The TIF funds would be used to build just over $2 million in infrastructure, including improvements to Hedrick and Teays Valley roads, sewer lift stations and waterlines.

Devonshire, just off Hedrick Road in Scott Depot, is the county's largest-ever housing development and will include 537 luxury rental apartments, 174 townhouses, 70 condominiums and 59 single-family lots.

Following Tuesday's meeting, Commissioner Joseph Haynes announced a transportation meeting scheduled for 8:30 a.m. on Monday. The meeting is a chance for residents to talk with state Division of Highways officials, Haynes said.
